The franchisor of a franchise business is not required to aggregate its franchisees for

participation in ESOS. However, franchisees will be able to aggregate with the franchisor and/or other franchisees for the purposes of compliance with ESOS, providing there is mutual agreement between the aggregating parties. In such instances, the franchisor or a nominated lead franchisee will take on the responsibility for compliance of all parties and for notifying the Environment Agency of that compliance.
